What does imposition mean?

Re-arranging pages so that when printed double-sided and folded, the page numbers read in sequence. For a 4-page booklet, the order is 4,1,2,3 on the first sheet.

Why does my output have blank pages at the end?

Booklets require a page count divisible by 4 (each sheet contributes 4 pages). The tool pads with blank pages if your source isn't a multiple of 4.
